Creating Opportunities
The Smart Investment Program was created to increase public understanding of and support
for the state's community and technical colleges, and to translate that backing into broader
public and legislative support for the system's policy and budget priorities. It served as the umbrella for developing systemwide messages, provided tools for use by the colleges in presenting these messages, and acted as a catalyst for increasing and improving statewide media, community and legislative relations programs.
In 2005, the Smart Investment Program became the Creating Opportunities campaign. The goal is to increase awareness among the “thinking/talking public” about the benefits of two-year colleges across the state and to build understanding about the role of two-year colleges and the differences they make for the economy, the workforce and students.
