eLearning Council Constitution
Article 1. Name
The name of the organization shall be the Washington State Community and Technical College eLearning Council, hereinafter referred to as the ELC.
Article 2. Authority
Section 1. The ELC, under the broad direction of the Washington State Board for Community and Technical Colleges, advises the Instruction Commission on matters concerning eLearning.
Section 2. Decisions reached by the ELC can generate service requests, such as course licensing, broadcasting, cablecasting, or satellite distribution, which can lead to commitment of State Board for Community and Technical Colleges' eLearning subsidy funds.
Article 3. Purpose
Section 1. The purpose of the ELC shall be to perform tasks and coordinate efforts relating to eLearning as assigned by the Instruction Commission and to communicate eLearning instructional concerns and issues to the Instruction Commission.
Section 2. The objectives of the ELC shall be:

To provide leadership and professional development in promoting, support and delivery of eLearning activities within each community or technical college district, the state and the nation; |
B. |
To share with the Instruction Commission and other college system or state agencies information on issues which directly affect eLearning. |
C. |
To develop an effective communication network for sharing and disseminating information relating to eLearning; |
D. |
To foster access to higher education for the citizens of the state by promoting eLearning certification and degree programs, eLearning assistance centers, on demand educational services available from non-campus environments, student centered curriculum development, and linkages between learning centers and non-educational community sectors; |
E. |
To promote the effective use of eLearning technology and provide information and training for administrators, faculty and students; |
F. |
To support assessment of outcomes for alternative teaching processes and systems that measure effectiveness and efficiency; |
G. |
To plan for the effective use of funding for eLearning course licensing and production; |
H. |
To work closely with community college system, state higher education entities and other agencies; and |
I. |
To support cooperative efforts of eLearning course distribution. |
Article 4.Membership
Section 1. The regular membership shall include the eLearning representative from each Community and Technical Colleges as designated by each institution.
Section 2. The liaisons from the State Board for Community and Technical Colleges, the Student Services Commission and the Instruction Commission will be ex-officio, non-voting members.
Section 3. Representatives from service providers and other invited guests, may contribute as requested in an ex-officio, non-voting status.
Section 4. Regular members and liaisons will pay an annual ELC meetings registration fee for reimbursing an institution's or member's expenses associated with hosting meetings.
Article 5. Officers
Section 1. The officers of the ELC shall be organized as stipulated in the ELC Bylaws.
Section 2. The Executive Committee shall be composed of the Chairperson, the Chairperson-Elect, Past Chairperson, Treasurer/Membership Coordinator and the Regional Representatives.
Article 6. Parliamentary Authority
The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the ELC in all cases in which they are applicable and in cases where they are not inconsistent with the ELC's Constitution and Bylaws or any special rules of order which the ELC may adopt.
Article 7. Ratification
This Constitution and Bylaws must be ratified by a two-thirds vote of the membership.
Article 8. Amendments
Section 1. The ELC's Constitution may be amended or revised by a two-thirds vote of the membership present at a quarterly meeting if a quorum is present.
Section 2. Proposed amendments or revisions must be submitted in written form to the entire membership at least two weeks in advance of the meeting at which the action will be taken.
Article 9. Dissolution
Section 1. In the event the ELC is dissolved for any reason, commitments and activities in progress will become the responsibility of the Instruction Commission.
Section 2. Funds remaining in the "ELC meetings registration fee" account will be transferred to a like account for the Instruction Commission.
