Washington Association for Research & Planning
Ninth Annual Workshop (WARP-9)

Columbia Basin College April 19-20, 2001
Meeting Notes

Thursday evening, April 19
Discussion of By-laws:

At the informal meeting before dinner, Judi Knutzen (Columbia Basin) presented the draft of the By-laws that the By-laws committee had developed after the January 24 video conference. Judi asked the group to review the draft for discussion after dinner, focusing on whether the by-laws reflect the direction the group wants to go.

Doug Whittaker (SBCTC) facilitated the after-dinner discussion of the By-laws.

It was agreed that the By-laws were appropriately generic to allow for amendments as the group evolves.

The alternate draft of the By-laws, as amended by Ty Jones (Columbia Basin), was adopted as the working draft for the remainder of the discussion.

The need for a conference/professional development coordinator was discussed. Group consensus was that the executive officers would plan conferences, in keeping with the practices of similar organizations. It was noted that in PNAIRP, the president-elect takes the lead on conference planning. The possibility of forming a conference planning committee from the members at large at a later date was left open.

Concerns about the definition of "voting member" were raised. The discussion focused on whether district offices (Seattle and Spokane) should be allowed to have voting members. By consensus, it was determined that each individually accredited college would have one vote, and that district offices, as primarily administrative entities, would not have voting rights. District representatives were added to the list of advisory members in Art. III, Sect. 2. Part B of the By-laws.

It was moved and seconded to remove the words "learning in" from the preamble. Motion defeated.

Other wording changes were made by group consensus. They have been incorporated into the final version of the By-laws.

The final version of the By-laws is attached as a separate document.

Friday Morning, April 20

Doug Whittaker reported the results of the election for treasurer and then turned the meeting over to President Judi Knutzen.

Following up on Thursday afternoon's discussion of coding issues, Judi solicited volunteers to form a task force on coding issues. The following people volunteered:

Volunteers were also solicited to serve on a committee to collect information about surveys we produce on our campuses, with the goal of developing a survey matrix and possible an item bank. The following people volunteered:

More volunteers are welcome on both of these committees. If you are interested, please contact one of the individuals above. Their phone numbers and email addresses are on the workshop participant list (attached).

Recommendations for a site for next year's workshop were requested. Carol Kallfoez will check at Renton; Mary Ann Medlin will check at Centralia. Additional suggestions are welcome.

Nancy McKenny (Grays Harbor) brought up the issue of becoming a council, and volunteered to check into it further. Nancy is a member of BAC. Key question: which commission(s) would WARP be affiliated with? Other members interested in this issue can contact Nancy.

David Prince (SBCTC) reminded people to pick up the additional sections of the notebook. Contact David if you did not get these.

Doug Whittaker reminded participants to fill out the workshop evaluations.

Thanks are extended to Jill Lagrange and Lea Vogt for handling the local arrangements for the workshop, and to Jackie Eppler-Clark for coordinating the myriad details at the State Board.
