MEETING NOTES
- Welcome. The meeting was called to order by President Maureen Pettitt (Skagit).

- $20 addition to Spring Conference fee (vote). Treasurer Mary Ann Medlin (Centralia)
outlined the proposal brought forth at the spring meeting and over the WARP listserv in
late summer to add $20 to the Spring Conference fee to start a WARP treasury.
The money would be used for incidental expenses associated with running the organization.
Secretary Erika Prager (Green River) called for a vote of member institutions: 18– YES,
0 – NO, 16 – ABSENT/NOT VOTING.
- Updates from SBCTC. Doug Whittaker (SBCTC) discussed three issues: student
headcounts in the draft Academic Year Report, a change in methodology to determine
student progress, and the coding of race/ethnicity. The student headcounts
in the 01-02 Academic Year Report vary depending on whether they are computed
using the data warehouse or the various standardized reports. Doug is working with
Monica Peper to resolve this issue. Doug thinks they will go with the data warehouse,
as these numbers are probably more accurate. Doug has also worked with other SBCTC
staff to revise the methodology used to determine student progress. The result
is a more robust database that will be sent out to all colleges. The revised
student progress calculations will also be available in the Academic Year Report.
Doug passed out a handout that outlines the elements in the database and the
criteria for running the same analysis as the SBCTC. SBCTC staff is still working
with OFM on revising the coding for race/ethnicity. Currently, this issue is on the
“backburner” since it does not have to be completed until 2003. Doug recommended
to Mike Scroggins to further break up some of the categories because the categories
are easy to aggregate later if they are not needed.
- Standing committees. Maureen Pettitt gave an overview of recent WARP
executive discussions about the two standing committees: Coding and Assessment
Instruments. The questions are whether they should remain standing committees
and if so, whether a member of the executive should provide guidance and/or oversee
the committees. Some were concerned about adding another level of bureaucracy to
the committees (WARP executive oversight). Instead, perhaps committee chairs could
be given a discrete task and accompanying deadline. Colleen Straight (Spokane District)
indicated that she did not want to continue to serve as Coding Committee chair.
Carol O’Connor (Renton) volunteered to assume this duty under the agreement that
the committee would finish working on Stu-Purp-Attend and make a recommendation to
the SBCTC. Maureen agreed to continue as Assessment Instruments Committee chair and
will continue collecting homegrown surveys to post on the WARP Web page.
- Role of WARP. Historian Candy Bennett (Clark) and Maureen Pettitt
opened a discussion regarding the role of WARP. Candy indicated that the history
of WARP/DATA Group presented by Loretta Seppanen at the spring meeting has been
compiled into a notebook that can be updated. Questions under consideration
included: What are the member expectations of WARP? What should be the future
direction of the organization? What are the member expectations of the WARP Web site?
What level of training should be provided at the spring WARP meeting? Further
discussion about the WARP Web site and the New Researcher Handbook followed later
in the meeting. With regard to training at the spring meeting, Maureen
indicated that the schedule would probably not include sessions on how to use
MS Access or Excel.
- New Researcher Handbook/Web site. Erika Prager reported on the status
of the New Researcher Handbook. The handbook, in its current form, has much less
content than the content list compiled last fall. The process of completing the
handbook has been slow and she has had difficulty obtaining a lot of information
from the membership. She expressed concern over the lack of content and currency.
She indicated that the project might be too large to create and maintain for the
size of the organization and perhaps the handbook should be replaced with
information useful to a more broad audience. Most members have not viewed
the Web site or the handbook recently. Members agreed to a revamped handbook
that includes scaled back content mostly consisting of links to information on
other Web sites. Members agreed to examine the Web site and the handbook prior
to the spring meeting and send suggestions for additions to Erika.
- Liaising with commissions. Candy Bennett reported that Donna Finnegan
(Clark) has agreed to continue as the unofficial WACRAO liaison to WARP until the
end of the year at which point she may not have enough funding to continue attending
both meetings. A suggestion was made to fund her attendance at WARP from the WARP
treasury. Doug Whittaker discussed the possibility of an Instruction Commission
liaison to WARP with Jan Yoshiwara. She recommended that WARP keep the liaising
informal at this time since it is not an official council or commission.
- Spring Conference location and agenda. Mary Ann Medlin announced that
the spring meeting/conference will be held on March 20-21, 2003 at Centralia
College. Maureen Pettitt asked members to e-mail her with suggestions for hands-on
or informational workshops.
- Other. Judi Knutzen (Columbia Basin) reported that her college would be
conducting the CCSSE this spring and so far three other colleges have agreed to
participate. To get a 20% discount, she needs a minimum of five colleges to participate.
Judi requested that other colleges interested in participating should
contact her as soon as possible. Candy Bennett reported that Clark will conduct
the CCSEQ this spring and asked to hear from colleges who also plan to use the CCSEQ.
Paul Stern (WSU/SESRC) reported that job training results has officially been moved to
the Workforce Training and Education Coordinating Board where Karen Pyle is maintaining
the data. WTECB staff will send all new information/data alerts to Workforce Education
Council members. Paul will also make the latest data available in a spreadsheet format
and when ready will alert WARP members via the listserv.
