ctcLink HCM Functional Lead

Position Overview

The Washington State Board for Community and Technical Colleges (SBCTC) invites qualified individuals to apply for the ctcLink HCM Functional Lead position.

The SBCTC Enterprise Resource Planning (ERP) Project, called ctcLink, is a multi-phase, multi-year project that will replace the full administrative software suite (the Legacy system) for the 34 community and technical colleges and the SBCTC agency offices with a suite of Oracle’s PeopleSoft products, including Financials (FIN), Human Capital Management (HCM), and Campus Solutions (CS). The deployment of PeopleSoft to the various colleges and the SBCTC agency has been broken into a small group of pilot schools (called “FirstLink”) and several subsequent “Deployment Groups” of schools to be implemented over the duration of the project. The project is currently in process, and the HCM Functional Lead will oversee and support the HCM Functional Team through the all of the current and remaining deployment activities.

The HCM Functional Lead serves to promote coordination and structure within the HCM Functional Team and promote communication both within the team and with other project teams and stakeholders. The position is responsible for keeping the team aware of and aligned with the project’s strategic vision as well as to provide input on and help implement lessons learned for project strategy/methodology decisions. This position must be able to work independently and collaborate with diverse groups to cultivate and provide knowledge of the PeopleSoft system and how the project is deploying it, as well as knowledge of how the Washington community and technical colleges operate. This position will participate in many different deployment activities related to the PeopleSoft HCM application and provide leadership to implementation team members and college Subject Matter Expert (SME) team members during all phases of the design and configuration process throughout the life of the implementation project.

  • Provides sub-team project management, leadership, needs assessment and strategic guidance for pillar functional team members
  • Serves as the primary communication channel on project activities and strategic direction for the pillar functional team
  • Coordinates pillar deployment activities with college project managers and helps cultivate a strong working relationship with college teams
  • Schedules and facilitates Functional Team and other project meetings
  • Communicates timely status updates on assigned work and on-going activities as requested by pillar and/or project leadership
  • Leads one-on-one, small group and large group activities with internal and external stakeholder groups
  • Participates in one-on-one, small group and large group activities with internal and external stakeholder groups
  • Develops internally and externally facing documentation that aligns with prescribed formatting and content requirements
  • Develops functional specifications for recommended business processes, system configuration values/frameworks, reports and system customizations
  • Assists in the development of technical specifications for recommended business processes, system configuration values/frameworks, reports and system customizations
  • Supports system design, configuration, conversion, validation, testing and training activities
  • Performs business process analysis and business process redesign activities
  • Works with subject matter experts and other stakeholder groups to identify and clarify business requirements
  • Coordinates and provides support and knowledge transfer to teams and individuals within and associated with the ctcLink project
  • Works with business process stakeholders to ensure that solution design and scope remains consistent with functional expectations and priorities
  • Provides strategic input to the Organizational Change Management (OCM) Team, Training Team, Testing Team, and other ctcLink implementation teams on activities involving or affecting functional team members
  • Provides updates on pillar-specific Issues and Risks as requested by project Risk Management
  • Assists with college staff adoption and use of the PeopleSoft application, with special focus on aiding the college in understanding the key business processes that are executed within one or more assigned PeopleSoft modules or sets of functionality
  • Assists in the development of end-user training materials, and as needed, deliver informal training to college and project team members
  • Provides input in the development of test procedures and materials, such as test scripts
  • Utilizes desktop automation software, including Microsoft Word, Excel, PowerPoint, Outlook and Visio
  • Attends and presents ctcLink related content at relevant CTC Council and Commission group meetings
  • Exceptional interpersonal communications skills
  • Ability to maintain effective and professional working relationships with a diverse group of co-workers, specialty consultants, college/agency stakeholders and the public
  • Ability to provide clear and effective guidance to functional team members
  • Ability to contribute functional team oriented input to project strategy discussions with project leadership and other project team leads
  • Knowledge of the Washington community and technical college business landscape, including business practices and policies
  • Ability to manage multiple tasks with competing priorities
  • Ability to provide leadership and direction to college/agency participants in project activities
  • Strong desktop automation software skills, including use of Microsoft Word, Excel, PowerPoint, Outlook and Visio
  • Knowledge of the PeopleSoft system structure, features, functions and processes
  • 5+ years of related experience working with automated systems for Higher Education
  • 3+ years of related experience working with PeopleSoft HCM
Preferred Qualifications:
  • Related experience working with PeopleSoft Human Capital Management version 9.2 in a Higher Education setting
  • Related experience working with PeopleSoft Human Capital Management version 9.2 utilizing Fluid look/feel, features, and functionality
  • Related experience working with PeopleSoft Finance in a Higher Education setting
  • Related experience working with PeopleSoft Campus Solutions
  • Functional-Technical experience in a PeopleSoft environment, such as familiarity with App Designer, PeopleCode, SQL and/or CEMLI development

This is a full-time, exempt position. The annual compensation for this position is listed above.
