Program Administrator (Workforce Education - Worker Retraining)

Position Overview

The Washington State Board for Community and Technical Colleges (SBCTC) invites applications from qualified individuals interested in serving as a Program Administrator for Workforce Education. This position is based in the State Board’s office in Olympia and will support the agency mission by serving as a member of the workforce education team providing program support to colleges and community-based organizations in workforce programs, including Worker Retraining.

  • Provide statewide program administration, planning, implementation, operations, technical assistance, and oversight including coordination and management of the resources.
  • Support strategies to improve access to education and increase attainment of family sustaining employment for all students.
  • Administer oversight and support of the Worker Retraining program:
    • Increase the efficiency, alignment, and benefit of processes, internally at the agency and externally with partners and providers.
    • Provide program guidance and technical assistance to Worker Retraining colleges and partners.
    • Provide training to college and partner staff that meets their needs for content and delivery modes.
    • Provide training to meet system and college/partner staffing needs.
    • Facilitate state-wide college/partner meetings and maintain ongoing communication with all program providers and partners.
    • Provide budget oversight and assistance to colleges and partners.
    • Support system budget management, including awarding and redistributing system funds in an informed and equitable manner.
    • Manage contract compliance monitoring of all SBCTC Worker Retraining providers.
    • Manage the Worker Retraining granting process.
  • Support the administration of the other programs to align and integrate programming efforts.
  • Develop and maintain positive relationships with partner agencies to advance the agency mission, programming, and support to students.
  • Collect data on a routine basis to develop and provide related reports to various stakeholders.
  • Provide technical assistance to colleges in all assigned program areas. Technical assistance efforts should be designed to enable colleges to access funds to meet local need in a manner that is equitable, clear and easy to understand, strategic, flexible, and timely.
  • Meet state and federal legal and fiscal requirements for all assigned programs.
  • Conduct and coordinate statewide, regional, and local professional development and training activities.
  • Access, input, and analyze data from the SBCTC information systems and other workforce development databases and systems.
  • Perform other special projects and duties as assigned.
  • The successful candidate must be able to work collaboratively, think creatively, act resourcefully, and exhibit excellent communication skills, both written and oral.
  • Commitment to community college mission of serving diverse and underrepresented student populations.
  • One year experience in workforce education program administration or related professional experience.
  • Experience facilitating and conducting stakeholder meetings and related activities, which lead to new or revised program policies, procedures, and/or processes.
  • Experience with developing and/or implementing strategies that strengthen and expand programs, streamline processes for colleges, and/or develop strategic partnerships.
  • Experience with data analysis and trend identification to develop programmatic recommendations.
  • Experience coordinating, assisting, and/or implementing workforce education training programs and/or grant initiatives.
  • Bachelor’s degree or equivalent combination of related experience and/or education.
  • Must be available for significant travel both in-state and out-of-state.

This is a full-time, exempt position. The annual compensation for this position is listed above. This position has no supervisory responsibilities, but may mentor and guide the work of work-studies or interns. This position reports to the Director (Workforce Education).
