Mental Health Counseling and Services Pilot Program

Senate Bill 5194 (2021) enacted by the Washington State Legislature creates a pilot mental health counseling and services program in Section 6. A total of $1,024,000 is allocated for the biennium, half ($512,000) each year. The mental health counseling and services program is based on the best practice recommendations of the House Bill 1355 (2019) Counselor Taskforce. Colleges receiving funding must implement one or more of eight strategies identified by the Taskforce and specified in the enacted legislation, to increase student access to mental health counseling and services, including substance abuse disorder counseling and services.

Applicant colleges must identify opportunities for expanding on-campus mental health counseling and services. Applicants must also show a commitment to further develop partnerships by engaging external community providers.
