Customized Training information for employers

 

Funding Status

The Customized Training Program (CTP) operates from a revolving loan fund. Because businesses repay past training projects over time, the available balance for new projects fluctuates month to month.

Current availability:

  • Available balance (as of September 18, 2025): $10,600.00
  • Waitlist status: There are currently two (2) projects on the waitlist.
  • Next anticipated replenishment: December 2025 (based on repayment schedules – actual timing may vary)

Note: Balances are updated as new payments arrive and reflect a snapshot in time. Funds may be committed between updates as applications are received.

About the Program

Businesses that provide employment opportunities in Washington state may be eligible for interest-free training loan assistance for customized contract training from community and technical colleges or certain Washington-located, private career school or colleges.

The Washington State Board for Community and Technical Colleges (SBCTC) administers the program funds under RCW 82.04.449.

Cannon Construction LLC

"Cannon Construction LLC partnered with Clover Park Technical College (CPTC) to build a customized training program through a grant with the State Board for Community & Technical Colleges (SBCTC). This initiative, known as the Cannon Academy, exemplifies our commitment to enhancing organizational effectiveness and fostering long-term growth.

One of our key objectives in the HR Department was to establish a training program designed to upskill our workforce and connect employees to a brighter future. By creating specialized curricula tailored to our organizational needs, we aimed to strengthen employee competencies, professional development, and collaboration. This formalized program was instrumental in addressing critical skill gaps, enhancing efficiencies, and preparing our team for sustainable growth.

The topics covered in the Cannon Academy were strategically selected to provide both tangible and intangible benefits, focusing on Communication, Coaching & Development, Finance, Project Management, Decision-Making, and Workplace Conflict. While participation extended across all levels of our organization, the courses were particularly designed to enhance the leadership, supervisory, and management competencies of our team members.

The collaboration and knowledge by the Corporate Education Team with CPTC was amazing and we thoroughly enjoyed partnering with them for this initiative. The funding provided by the State was pivotal in enabling us to implement this transformative program. In less than a year, over 80 employees participated in the training, dedicating more than 1,000 hours to enhancing their professional skills. This initiative had a positive impact not only on our employees but also on our organization’s overall effectiveness and development.

Program Guidelines

The Customized Training Program Guidelines provide detailed information about how grant funds can be used, who can apply, how to invoice the SBCTC for reimbursement, the application process and deadlines.

Application Process

The training institution submits the application. Applications are accepted year-round and are reviewed by SBCTC as they are received. Training allowances are committed on a first-approved, rolling basis. When funds are not immediately available, approved applications are placed on a waitlist and funded as repayments replenish the account.

Each approved application results in a three-party contract for customized training services. The required parties are:

  1. The business
  2. The training institution
  3. SBCTC

To apply, the training institution must complete and submit the following forms:

Trainee Reports

Part I of the Trainee Report is submitted to SBCTC after training concludes. Part II should be completed approximately one year following the end of the training project. 

Frequently Asked Questions

A: The CTP fund is replenished as businesses repay prior training loans. This means available dollars can rise or fall quickly depending on repayments and new project approvals.

A: No. Funds can only be committed once an application is submitted, reviewed, and approved.

A: Per trainee allowances may not exceed $3,000 for businesses with 50+ Washington employees, or $6,000 for smaller businesses.
