Doing Business with SBCTC
The State Board for Community and Technical Colleges contracts with outside agencies, business and organizations to help fulfill business needs.
Vendors interested in contracting with SBCTC may register with the Department of Enterprise Services. DES also has information on bid opportunities, payment and resources for vendors interested in or already doing business with Washington state.
Businesses and organizations can also work with SBCTC and local colleges to provide on-the-job training and job skills for employees.
The contracts with these vendors include Washington Institution of Public Higher Education (WIPHE) contract language. This means that colleges can purchase their own services from the suppliers listed below and take advantage of prices negotiated by the agency.

Washington Institutions of Public Higher Education (WIPHE) Contract Clearinghouse
Background
In 1993, the Washington State Legislature passed HB 1509, which among other things, granted Washington's public higher education institutions independent purchasing authority for goods and services.
To maximize the benefit of that authority, Washington's public four-year institutions along with the state's community and technical colleges entered into an interlocal cooperation agreement to jointly develop and utilize purchasing contracts.
The Council of Presidents and the Washington State Board for Community and Technical Colleges coordinate this process and convene representatives from the institutions to develop policies and procedures for WIPHE contracts.
Since its inception, institutions of higher education have used WIPHE to save time by reducing overlapping efforts, and maximized the value of taxpayer dollars by leveraging the buying power of multiple institutions to obtain group buying discounts and promotional savings.
ConexED-to-ctcLink Integration
The ConexED contract is fully executed, allowing SBCTC and our colleges to move forward more directly with implementation.
With this agreement in place, colleges can begin working with ConexED to adopt their Student Success Software Solution that enhances student support in alignment and integration with ctcLink. Additionally, ConexED, like SBCTC and the colleges, prioritizes accessibility and will continue its partnership with Deque’ to ensure ongoing improvements and alignment with our commitment to equitable access.
