ctcLink News

ctcLink to be Offline for Server Maintenance Morning of May 31

Saturday, May 31, 2025, 7 to 9 a.m.

The entire ctcLink production environment will be offline during the maintenance window, while SBCTC installs important Oracle PeopleSoft patches.

The following sites will be unavailable:

  • All ctcLink pillars (CS, FA, SF, FIN, HCM)
  • HighPoint Campus Experience (HCX) mobile site and app
  • Online Admissions Application Portal (OAAP)
  • The integration between CampusCE and ctcLink. Following completion of maintenance activities, colleges will need to resubmit any unprocessed orders received during the downtime.

Canvas will not be impacted. Users logging into ctcLink will be directed to an offline notice with links to college Canvas sites.

PCD Refresh and Your Queries: Get Ready!

The PCD (Production College Development) environment will be refreshed from PRD on Monday, June 2, 2025. Beginning Friday, May 30, at noon, PCD will not be available for query development until after the PCD is refreshed.

What you need to do

Make sure any PCD queries you want to keep begin with the prefix DEV_ unless you have submitted a ticket requesting backup of queries that will be used for BI Publisher, Pivot Grid, or nVision reports.

Standard Queries

Any queries in PCD that do not begin with DEV_ will be deleted.

  • This applies to all standard Public and Private queries. SBCTC will perform a query backup for in-progress queries (private and public) that meet the DEV_ naming convention.
  • This backup will NOT be done by folder. This means if a query is in the DEVELOPMENT folder but doesn’t begin with DEV_ it will be overwritten and lost.
BI Publisher, Pivot Grid, and nVision Queries

Any query used in a BI Publisher, Pivot Grid, or nVision report DOES NOT have to follow the DEV_ protocol as it is very time-consuming to change them back when they are ready to migrate.

Instead, please submit a Service Desk ticket under Data Services – Reporting – Other with the title “PCD Refresh Backup Request.”  Provide the name of the query being developed for use in one of the advanced reporting tools in the request.  These queries will be individually backed up on an as-needed basis.

What to expect

  • The queries in the backup will be imported back to PCD after the refresh is complete and a notice is received from Application Services.
  • Data Services will send a message to you once our work is complete.
  • Please do not log back into PCD after Friday, May 30, at noon but wait until you receive a notification from Data Services.
  • Queries that do not follow these naming conventions will be lost

Remember! Naming convention for queries

  • Being developed in PCD: MUST begin with the prefix DEV_
  • Used for training in PCD: MUST begin with QXX_TRAIN
  • Being developed for use in BI Publisher, Pivot Grid, or nVision reports in PCD: MUST begin with the appropriate convention based on the reporting tool being used. Do not follow the DEV_ convention. Request must be sent to Data Services via Service Desk ticket.

Why you need to do it

Queries that do not follow this convention will not be backed up and will be lost.

While not a ctcLink issue, you may have noticed the main Mailman List (listserv) page has a bug.

Connect with your ctcLink peers and colleagues

  • ctcLink Customer Support sends updates, outage notices, changes to configuration, training and workshop opportunities, global and cross-pillar communications to colleges.
  • College subject matter experts (SMEs), PeopleSoft users/stakeholders can use the lists to ask their college peers questions about how they do things in ctcLink, best practices, local training plans, and more. 

Are You Receiving ctcLinkAlerts?

SBCTC uses the ctcLinkAlerts eList to send notices about planned downtime for system updates, production alerts, urgent issues, and any unplanned downtime.

Each college maintains a local ctcLinkAlerts email distribution list (e.g., ctclinkalerts@columbiabasin.edu, ctcLinkAlerts@spscc.edu) which your ctcLink College Leader maintains as needed.

These college lists, not individuals, are subscribed to ctcLinkAlerts@lists.ctc.edu.

It’s each college’s choice who to include, but typically colleges include their local ctcLink leadership, local ctcLink committee or task force members, key subject matter experts, IT, Help Desk, and PIO.

The Process Alignment Workgroup (PAW) has reached a major milestone with the Travel & Expense process and is getting ready to move forward with the next topic, but not without your input!

This college-driven effort, empowered by WACTC presidents and chancellors and supported by SBCTC, seeks your ideas for the next ctcLink process alignment focus area.

What Is Process Alignment?

Process alignment involves creating common, agreed-upon business processes that align with our system's goals and strategies. It ensures that ctcLink system processes are consistent and efficient. 

Travel & Expense Process Alignment Task Force Releases its Recommendations

Process Alignment: College-Driven | Agency-Supported | Leadership-Endorsed

The Travel & Expense (T&E) Task Force—the first PAW pilot— completed its review of all related modules and presented its recommendations for process alignment during the May 14 ctcLink College Collaboration Group Meeting.

Designated Travel Administrators and subject matter experts (SMEs) across the college system attended to hear about the Task Force findings, understand the recommended changes in business practices, global configuration, and desired enhancements.

There are a couple of items to be settled, but the Task Force and PAW are ready to move ahead.

Jason Hetterle, PAW Team Lead, Director of Technology & Enterprise Solutions at Wenatchee Valley College, acknowledged the instrumental efforts of the Travel & Expense Task Force Members and the Process Alignment Workgroup.

Lia Homeister, Travel & Expense PAW Task force Lead (Director of Institutional Research & Effectiveness and ctcLink College Leader at Renton Technical College), and Miranda Brown, Travel & Accounts Payable Specialist at Skagit Valley College, presented findings and recommendations.

Next Steps

Now that the T&E Task Force has completed its task, ctcLink College Leaders and travel admins are asked to take the findings and recommendations back to their colleges for review. The SBCTC support teams will begin work to establish a test environment for colleges to kick the tires.

To support long-term success, PAW and SBCTC ctcLink Support will offer resources designed to help colleges adapt smoothly to new processes and configurations, including:

Action Reasons, Action Dates, and Adjustment Calendars.  Oh My. 

To initiate a refund to a student, you do not need to adjust the Action Date

Refunds are controlled by your Adjustment Calendar, which lives in Student Financials and is maintained by your Business Office.  From the student records side, we prompt refunds by using an Enrollment Action Reason that is configured to communicate to the Adjustment Calendar. 

  • On the records side, an Enrollment Action Reason records the reason for that enrollment action (drop, add, swap, change grade, etc.).  That is all it is and that is all it does.
  • You can have Enrollment Action Reasons for ANY enrollment action: enrollment (manual add, swap, drop), grade-related (add, change, remove), normal maintenance, and even waitlist-related (drop from, change position).  Submit a ticket and the CS Core Support team will configure these for you as needed.
  • In the Student Financials module, the Adjustment Calendar is the schedule that determines if, and how much, of a refund will be issued. 
  • When you drop a student, unless you select a different action reason, the system will apply the default Action Reason, SDRP.
  • The only time you need to select a different action reason is if the drop should NOT follow the normal refund policy.  For example, if the student petitions and is approved for 100% refund based on unusual circumstances (e.g. medical hardship, called to active duty).   Here, you would select and apply an action reason appropriate to the situation and appropriate refund. 
  • Keep in mind that the Enrollment Action Reason must be defined in the Adjustment Calendar.  The Adjustment Calendar will not respond to an Enrolment Action Reason it doesn’t “know.” 
  • If you find yourself changing the Action Date to generate the correct refund, it means that your Adjustment Calendar needs to be updated.  Don’t create bad data to generate refunds!  Work with your Business Office to update your Adjustment Calendar so that you can generate refunds correctly.
Then when would you use Action Dates? 

Two common examples are:

  • If the Census Date has passed and you are retroactively enrolling a student into a class and that enrollment should count for FTE, you would use an Action Date that is prior to the Census Date. 
  • If the Last Day to Drop without a W has passed but a W grade is not appropriate, you would enter an Action Date that is prior to the defined Withdraw without Penalty date (this is usually the Census Date).
  • Before you “backdate” an enrollment transaction, consider all the effects and make sure that the backdating is consistent with policy (specifically Chapter 5, Section 50 Special Registration Provisions) and has the intended impacts to transcript, FTE and Financial Aid.

Opting Out

You may occasionally have a student who requests to stop receiving communications from your college. PeopleSoft currently does not have delivered functionality that allows students to opt out of 3C communications automatically. For this reason, we created the SOO service indicator. Your college can use this service indicator to identify students who no longer want to receive communications from your college.

Using the SOO service indicator means that the student's email address can remain in the system. This is good because:

  • There are often communications that the student will need to receive whether they like it or not – like financial and student financial communications.
  • While the student may not want to receive communications from your college, they may want to receive communications from other colleges. This is why SOO is not copied across institutions like other "global" service indicators.
Some caveats

For SOO to work as expected (meaning, the student does not receive communications from your college), the population selection query that you're using to assign those communications must contain criteria that exclude students with your college's SOO service indicator. Work with your local query developer to identify queries that have this criterion and to update existing queries to include this criterion.

System-generated notifications (e.g. OAAP notifications, emails sent with "Notify All" or similar functionality) do not factor in whether a student has an SOO service indicator. Students will continue to receive these notifications if they have an email address on file.

2026 CS Core Work Sessions Need You!

CS Core is starting to plan for 2026. We want to offer more sessions like the one Bates Technical College did recently on Student Alert. To do that, we need you!

We want colleges to have opportunities to learn not only from us but also from each other. We think it’s important for colleges to showcase significant projects and to be acknowledged and recognized for their hard work.

Consider what projects and initiatives your campus is currently working on that could be a good presentation in the coming year. What’s also fair game? Nominate anything you hear your colleagues are working on that you want to know about!

Send information about what you’d like to contribute (or voluntold) to Michelle Kuwasaki, Campus Solutions Functional Analyst. If you have a preferred presentation month in mind, let her know!

Graduation Season

  • On the Student Program/Plan, you must effective-date COMP (completion) rows the last day of the student’s graduation term. This supports your NSC reporting.
  • When your graduation credential evaluators COMP a student who has future term-activation, they will receive a warning. If your campus does not have a local business process for managing these term activations, consider adopting one.
  • For most colleges, term activation for Summer AND Fall has long since occurred. This means you will have students term activated to plan stacks that may have been viable at the time of term activation but have since been COMPed or DISCed. You need to manage those stacks manually! We’ve said it before and often: Running QCS_SR_TERM_ACT_INACTIVESTACK and fixing the returned plan stacks will prevent future tuition calculation issues, NSC reporting errors, and various QARS and reporting-related errors.
  • You can greatly reduce the number of students activated for terms beyond completion by using a Global Exclusion Rule to ignore students with an expected graduation term earlier than the activation term when running Batch Term Activations (see the 1/5/2023 Work Session on Batch Term Activation for more details).
  • We also want to bring this to your attention! We've noticed degree completions recorded in future terms. Some of these may be accurate but others, well, it’s worth a peek. We encourage you to run QCS_SR_DEGREE_BY_TERM, using parameters of 2253 and 9999.

SBCTC Dual Credit presents monthly virtual sessions for college Running Start staff. Each session includes SBCTC/OSPI updates and time for Running Start college staff to come together and connect. Participants cover a wide range of topics, including Campus Solutions - Student Financials.

CS Core Training: Selective Admissions

Wednesday, June 18, 2025, 8:30 - 9:45 a.m., Learn more and join the session

Whether you are new to the process or looking to refine your approach, this session offers actionable steps to support both staff and student success. Join us for a practical and focused session designed for college staff managing selective admission programs. While these programs vary by institution, they often require supplemental materials such as essays, recommendations, and test scores. This presentation will equip you with the tools and strategies to track applicant progress and submitted materials, streamlining your workflow and ensuring that nothing falls through the cracks.

We will also walk through how to configure the Fluid Applicant Self-Service setup so that students can easily accept or decline their admission offers online. Please note: this session is centered on admission tracking and configuration, not federal definitions of selective admissions (such as SULA for financial aid).

CS Core Training: Veterans Reporting

Wednesday, July 16, 2025, 8:30 - 10 a.m., Learn more and join the session

This session provides an overview of the Veterans Reporting functionality in PeopleSoft. It covers how to track, report, and manage data related to veterans. Using the provided tools, you will learn how institutions can maintain accurate records that help meet federal reporting obligations. We also invite current users of this functionality to join the session and share their best practices with the group.

Enrollment Cancellation

Wednesday, Aug. 20, 2025 8:30 - 10 a.m., Learn more and join the session

If students fail to pay their tuition and fees in full or make appropriate payment arrangements by the established final deadline, their classes may be subject to cancellation. Through the Enrollment Cancellation process, the system identifies past-due students, removes their enrolled courses, and simultaneously eliminates any associated waitlist positions.

This session will provide a comprehensive overview of the ctcLink Enrollment Cancellation functionality, detailing class-by-class and term-level cancellation procedures. CS Core Work Sessions

Campus Solutions (CS) Core Work Sessions, open to ALL end users, are generally held the first Thursday of each month, from 1 to 3 p.m., but may be offered on an alternative schedule (e.g., to accommodate holidays).

The CS Functional Support team facilitates, alternating between functional team delivered content and college user delivered content with functional team support. Each meeting includes time for colleges to ask questions about other topics or service tickets.

CS Core Work Sessions features
  • Include community engagement within each session (rather than having a formal, predetermined college panel). When possible, we will post the anticipated questions ahead of time so that you can be prepared.
  • Dedicate at least the last half hour (2:30 to p.m.) to Open Q&A.
  • If the scheduled session ends early and all related questions have been answered, Open Q&A will begin (i.e., it may begin earlier than 2:30 but will begin no later than 2:30 p.m.)

Federal Student Aid (FSA) Training Spotlight: Finish Your 2024–25 Training by June 27

Most of the online courses on the Federal Student Aid (FSA) Training Center are specific to an award year. This allows you to complete trainings each award year to keep your understanding of the topics current. Your Record of Learning and Certificates of Completion reflect your completion of the training courses for each award year.

We will be removing training courses specific to the 2024–25 award year on June 27 and replacing them with courses for the 2025–26 award year on June 30. What does this mean for you?

If you are in the middle of FSA Basic Training for New Staff or any one of the Learning Tracks, please finish your work by June 27. Alternatively, you can choose to not complete the 2024–25 training and instead wait for the release of the 2025–26 training. We update our content each year to incorporate new guidance and refresh the learning activities!

If you are enrolled in the FSA Fundamentals Training Series, you have a couple of options. 

  • You can complete the 2024–25 FSA Fundamentals Online course by June 27. We will allow you to enroll in a 2025–26 FSA Fundamentals Virtual Workshop in the upcoming cycle with the completion of the previous year’s online course. Dates for these instructor-led workshop for the next year will be announced after June 30. 
  • Alternatively, if you will not be able to complete the 2024–25 online course by June 27, you can stop work now and instead wait until June 30 to start again with the newly released 2025–26 FSA Fundamentals Online course. 

FSA does not have the ability to carry over completion progress from one year’s course to another. You will be required to start 2025–26 courses from the beginning.

The Pell Processing Business Process Guide has been updated.  Please bookmark this link and/or print out the latest guide, as of May 22, 2025.

The guide now reflects:

  • 0c Schema update for 25/26 processing
  • Pell SAS Import 24/25 (used for 2025 AY and beyond, including 25/26)
  • Updated tips and tricks on some sections, i.e., Pell MRR processing

Some older screen shots in the guide remain but will be replaced as the 25/26 AY progresses.

Query for Processing Multi-Year Entrance Counseling:

CTC_FA_EC_LOAN_CNSL_ISSUES – Run this query to find students whose Entrance Counseling acknowledgments are not matching up to the Initiated checklist, leaving the checklist in an Initiated status when it should be set to Completed when the Process Loan Counseling Data step and Run 3C Engine steps are run.

ACTION REQUIRED: Follow the steps in the Loan Processing Business Processing Guide on or around pg. 120 to get these records loaded to complete the Entrance Counseling Checklist

Fiscal Year Comp Time Payoff: Self-Paced Asynchronous Training Using Pre-Recorded Session

This refresher is to be used as a reference for how to enter the Comp Time hours to be paid out at the end of the fiscal year in ctcLink. This process is typically done on the 06B payroll processing period.

In the Asynchronous Work Session Approach, the HCM Support Team is using resources already captured to provide refresher style reminders for you when time-sensitive processes/procedures are approaching their deadline for processing in ctcLink.

We believe these will work well for those annual processes where the procedure has not changed from last year, but a refresher is needed to bring to your attention that now is time to refamiliarize yourself with the steps and timing.

The self-paced topics to review include:

  • Viewing the employee’s compensatory plan and balances
  • Reviewing the process to pay off compensatory time balances at the end of the Fiscal Year

Workforce Administration (WFA) has been following up on the Data Governance Committee’s DemoCom review and recommendation(s) and is in the process of implementing updates to the language used within ctcLink related to SOGI (Sexual Orientation and Gender Identity).

These updates are being delivered in coordination with the Campus Solutions systems pillar.

With support of the Application Services team, we are in the process of updating missing combo code values for history rows in ctcLink. Watch for communication and request for approvals coming soon.

Please run this query twice a month at payroll processing time. For additional timing details, please refer to Payroll Processing Timeline.
    • An employee can be enrolled in SB1 benefit program only one institution. If you come across employees enrolled in SB1 benefit program at multiple ctcLink institutions, please review your college’s data setup for that employee. If the employee has been enrolled in SB1 benefit program at your institution in error, be sure to correct SB1 benefit program to SB0 or SB2 and terminate HCA Average Cost deduction. If no results populate for your institution when running this query, that’s a happy result!

  • App Engine for Yearly Updates to CS and ST Salary Plans. Ticket 207571. We developed an app engine to automate a complex process that the HCM functional has had to do manually every year with Excel to CI.
  • ctcLink Pages Display Information for Other Business Units in Finance. Ticket 210359. Development is in progress for securing these pages by BU.
  • Enhancement FWL Employee Record Look Up. Ticket 148615.
  • ER 232 - Adding Custom Self-Service Questions in Campus Solutions. In SIT, but development continues as additional changes are requested.
  • ER 253 - Make a Payment Page Classic to Fluid. Development is complete. Ticket 181828. Passed SIT. Security will complete manual steps after it's migrated to PQA.
  • ER-171 TAM Enhancements. Ticket 163606 and HCM-1292
  • Nelnet - Nelnet JAR file for Java 11.0.27. CS-2409. Ticket 215878. Will go to production on 5/31 with the April CPUs.
  • Nelnet - WA062 Exclude housing Charges from Nelnet Payment Plan. CS-2348. Ticket 208656.
  • Nelnet upgrade - New CSR with upgrade project will get loaded into PDV on 6/2, after the April CPUs and CS-2348 being closed.

  • PeopleTools issue with the Notify Button. Ticket 215176. After 8.61, users in Finance reported that the notification was not functioning and wasn't opening the actual configured notification message. Oracle provided a PeopleTools POC that has been applied to PDV, PTS, and PQA. Waiting on security work prior to UAT.
  • Restrict Treasury/Cash Management data by BU. FS-1979. Ticket 216897. Currently all Bank Codes, Bank IDs, and Bank Account Numbers are available to users of the Treasury/Cash Management modules. This means they can see the Bank Codes, Bank IDs, and Bank Account Numbers of other colleges that are not their own. This is a security risk per the functional analyst. This customization ensures users can only access data associated with their business units. The customization covers components in the Treasury/Cash Management modules.
  • Spelling fix on the CS Launchpad Copy Setup SACR page. CS-2388. Ticket 211144.
  • WAPAY Load to AP Voucher Staging. Ticket 211114. FS-1956. In SIT. Replaces the manual Excel to CI work that is being done with loading WAPAY payroll transactions to AP.

  • I-021 CEMLI Update/Bug Fix. Ticket 213369.
  • Non-Okta environments like PCD can't activate accounts. ctcLink Active Directory Java file. We need to update the ctclinkadmanager.jar to remove references to the deprecated Java class and have it refer the new Java class. Ticket 216323. Development complete. Waiting on Managed Services to deploy the file for testing in PCD.
  • OAAP - Kastech provided 5 accessibility fixes that are being tested and reviewed by Josh.
  • Override institution set issues in ticket 190595. Investigating.
  • Portal homepage logos keep disappearing. SR open with Oracle. Ticket 215079.
  • PT 8.61 User can access other institutions pages. Ticket 211483. Oracle asked Mark to submit an individual SR for every navigation that has an issue. That is in the queue.
  • Ticket  215552 - Process scheduler is not deleting some data from some tables. It's supposed to clear out everything older than 30 days. Working on a script to clear out the orphaned data.
  • Updating the logos in HCX and the portal page for Bates. Ticket 199604. In the queue.
  • Working with Nelnet, the CS SF team, and Managed Services for the Nelnet SBCTC Campus Solution Connector Install upgrade project. Ticket 195128.
On Hold
  • Completed team training on archiving. Working with Data Services on policy side of archiving so App Support can complete the technical side.
  • Automatically Resubmit Asynchronous IB Errors. Ticket 200430. On hold.
  • Configurable search issue in 8.61. Ticket 214405 the ID Field not autofilling like it should. In the queue.
  • ER 285 - Purchase of EPM tool from Oracle for use to do Book to Bank reconciliation. Waiting on new ER and requirements.
Waiting
  • GL_EXCL_BATC in FSPRD. Ticket 204146. Budget checking is failing on batch uploads. Oracle agreed it's a bug and should be delivered in FS 54. Ticket 214412 hides the budget checking option on the run control page while we wait for Oracle's fix. That was deployed to production so user can get back to uploading, just without the budget checking on upload. Will create a change package for it that will trail FS 53. Oracle provided a POC and we can apply the fix now, if Shon would like.
  • Oracle has provided a project for ticket 209597, SR 3-39710983311 : 9/26 Timesheet Modification Email lists incorrect job title. The actual fix will be included in Image 53. Dhilip wants to apply the fix along with Image 52, so this will be a project and CSR applied after Image 52 is applied.

Join us! The ctcLink Accessibility monthly forums engage Washington's community and technical college system in discussions around ctcLink accessibility and technology. We aim to improve communication and transparency while providing space for productive and solution-focused dialog. Our main objective is to deliver accessible technology for all our students, staff, and the larger community.

Meetings are held the second Tuesday of each month, 11 a.m. to noon.
