The Higher Education Coordination Board convened a Transfer Taskforce in fall 1992 to address an anticipated lack of sufficient space at some public baccalaureate institutions. The insufficient space was due to potentially increasing numbers of transfer students coming from community colleges.

The Proportionality Agreement of 1994 is the product of the taskforce’s work.

The agreement states that each baccalaureate institution will maintain its 1992-proportion of community college transfer student admissions and, within that number, grant priority admissions to those with an associate degree or who otherwise completed lower-division preparation.

The 1990 Cooperative Student Transfer Process outlines the joint process used by public four-year colleges and universities and community colleges to establish a cooperative transfer process. The process ensures qualified students can progress through their chosen courses of study toward their desired degrees.

The 1984-86 Umbrella Transfer Policy commits to transfer as a key path to the bachelor's degree adopted by the Higher Education Coordinating Board.

Some universities allow community and technical college students who transferred early — before earning their associate degrees — to still receive their associate degrees after they complete the rest of the requirements at that university.

This option is made possible through Reverse Articulation Agreements (commonly called "reverse transfer agreements"). Students who add their associate degrees to college transcripts can build their resumes, document applicable job qualifications and receive the benefits and options that come with earning an associate in arts degree as part of the Direct Transfer Agreement.
