“Employee Onboarding & Offboarding” to be the Next Process Alignment
Process Alignment: College-Driven | Agency-Supported | Leadership-Endorsed
“Employee Onboarding & Offboarding” was announced as the next topic for systemwide ctcLink process alignment during today’s ctcLink College Collaboration Group meeting.
Various concerns were raised by colleges who submitted this topic for consideration as the next process to align, including:
- Onboarding and Offboarding of new faculty; including full-time, part-time and those faculty not directly employed by the college.
- Transition for employees transferring between colleges from both a security and HR perspective.
- Ensuring newly hired or transferred staff receive the proper training to be successful at onboarding and granted the proper security.
As this topic impacts many different areas on campus, a discovery phase was recommended to define the distinct scope of each element to properly address this topic holistically.
Five finalists
Nearly 50 ctcLink pillar and cross-pillar ideas were submitted for consideration for the next Process Alignment task force in response to a survey which closed in June.
The Process Alignment Workgroup, PA leadership, and SBCTC ctcLink Support teams reviewed the items, prioritized, removed duplicates, and refined choices to those that met the criteria for process alignment.
From there, ctcLink College Leaders completed a prioritization survey which led to a further-refined Top 5 list:
- OAAP - Fraudulent Student Handling - Timing issue
- Admissions - Timing issue
- Employee Onboarding and Offboarding
- Department Manager Budget Reporting
- Financial Reconciliation
Final selection considerations
SBCTC Support reviewed these Top 5 nominations, taking the following factors into account to consider the one best option from the prioritized list:
- Timing – Systemwide calendar and pillar-related blackout dates
- Conflicts – Required resources engaged in other work
- Competition – Being respectful of work already in progress outside the auspices of PAW (e.g., fraudulent student accounts, common financial aid policies and procedures, book-to-bank reconciliation).
- Sequence – Certain processes will have a natural order where related processes should come first.
What happens next?
Watch your commission/council and ctcLink pillar list emails for an official announcement with details about how to get involved:
- All colleges will be invited to nominate members to serve on the Employee Onboarding & Offboarding taskforce. Approximately 10 representatives will be selected to work on behalf of all 34 colleges. Their contribution will help all of us streamline processes and improve our use of ctcLink as a system.
- State Board staff will pull together and organize all available resources on the topic for the Task Force members to have available to them during their work.
- Taskforce kickoff meeting and orientations will be held in October 2025, to allow colleges to ease into fall quarter.
- During the discovery phase, the taskforce will conduct a process review to define the scope of the work, then proceed through an analysis phase before offering their "best practice" recommendations.
- A Taskforce Lead will be named by PAW to head up this effort, along with support from PAW college volunteers and SBCTC IT/ctcLink staff.

Even if you are not part of the official taskforce, PAW will engage with all subject matter experts in a variety of activities in the months ahead including gathering your bright ideas, user feedback, proof of concept, and more.
Everyone is encouraged to get involved however they can.

Process alignment involves creating common, agreed-upon business processes that align with our system's goals and strategies. It ensures that ctcLink system processes are consistent and efficient.
Simply put: Is there something you do on a daily, weekly, or monthly basis that makes you think, “There HAS to be a better way to do this in ctcLink! How could we ALL do it better?”

PAW Travel & Expenses Proof of Concept Testing is Underway
The Process Alignment Workgroup’s inaugural effort -- Travel & Expense Process Task Force -- is now in the proof-of-concept phase.
Proof-of-concept is similar to “user acceptance testing.” These best practices were reviewed and agreed-upon by the colleges’ systemwide Travel & Expense (T&E) Process Alignment Workgroup (PAW) Taskforce.
All college and SBCTC Travel & Expense staff have been invited to “kick the tires” and try out the best practices for requesting travel authorizations, cash advances, and expense reimbursements for travel during the Proof-of-Concept phase, July 14 through August 29.
Colleges are not in this alone
It's a very busy time for the finance offices right now, so the PAW team extended the testing phase for as long a duration as possible (six weeks versus the usual two or three weeks).
The testing process itself is straightforward and not overly time-consuming, roughly an hour per scenario, so depending on their level of experience, staff can plan on about four to six hours total (about one hour per week over the next six weeks).
PAW and SBCTC are there to help! The ctcLink Support team has set up weekly drop-in office hours through August to help college subject matter experts as they go through the tire-kicking.

Are You Receiving ctcLinkAlerts?
SBCTC uses the ctcLinkAlerts eList to send notices about planned downtime for system updates, production alerts, urgent issues, and any unplanned downtime.
Each college maintains a local ctcLinkAlerts email distribution list (e.g., ctclinkalerts@columbiabasin.edu, ctcLinkAlerts@spscc.edu) which your ctcLink College Leader maintains as needed.
These college lists, not individuals, are subscribed to ctcLinkAlerts@lists.ctc.edu.
It’s each college’s choice who to include, but typically colleges include their local ctcLink leadership, local ctcLink committee or taskforce members, key subject matter experts, IT, Help Desk, and PIO.

The ctcLink Customer Support Training team developed tools to assist colleges with employee onboarding in response to recommendations and requests.
Although learning a new software system can be challenging, these documents provide new staff with the information needed to locate, understand, and participate in the various training and learning opportunities available from the Washington State Board for Community and Technical Colleges (SBCTC).

How to use the onboarding manuals
The intent is for supervisors to work with staff to provide clarity around staff roles and functions of their job based on the onboarding manual.
Each ctcLink module lists required and recommended self-paced ctcLink Canvas training courses which directly align to roles and functions performed at the colleges. For example, each staff member is required to complete general prerequisite courses to introduce them to the ctcLink system.
The checklist included allows supervisors to identify which required and recommended courses should be completed by each staff member. Additional training resources are provided to assist new staff in their onboarding activities.
The ctcLink Training and Support teams look forward to partnering with the colleges and SBCTC agency staff to provide enhanced onboarding and training experiences for new and current employees.

CS Core Updates
New CS and HCM Process for Identifying External Instructors
A new, standardized process for entering external instructors in ctcLink, applicable to programs such as Registered Apprenticeships and College in the High School (CiHS) has been introduced.
This update impacts both HCM and CS staff, as it ensures consistency across instructor entry workflows in both areas.
An External Instructor is defined as:
External Instructors are not employees of a Washington state community and technical college and are engaged to perform instruction for programs such as “College in the High School” where the instruction occurs at a high school or, “Registered Apprenticeship” related supplemental instruction” where instruction is provided by the apprenticeship program. For Faculty coding information see SBCTC Student & Course Coding Manual under Apprenticeships or College in the High School. (SCTC Policy Manual Chapter 2.35 Classification of Employees)
It is a requirement that an instructor be formally identified for Registered Apprenticeship and CiHS classes, including those taught by external instructors who are not college faculty.
We have found that the current approach is inconsistent; some colleges assign an advisor or coordinator, others use volunteer employees, and some do not assign any instructor at all.
To address this and meet our systemwide reporting needs, we have determined that the most efficient solution is to use the PeopleSoft Person of Interest (POI) functionality, which will be available in production on Friday, Aug. 15. This approach requires only minimal information to be configured in ctcLink, as the external instructors are not on the college payroll or on campus. Workflow
Beginning with Fall 2025 quarter, follow the below steps to add an external instructor to a class.
- Establish the external instructor as a Person of Interest (POI) in Human Capital Management (HCM).
- Add the instructor to the Instructor/Advisor Table in Campus Solutions (CS).
- Assign the instructor to the relevant class in CS.
This new process will ensure consistency and accuracy in our reporting. We appreciate your cooperation in adopting this workflow.

CS Core Training: Enrollment Cancellation

If students fail to pay their tuition and fees in full or make appropriate payment arrangements by the established final deadline, their classes may be subject to cancellation. CS Core Work Sessions
Campus Solutions (CS) Core Work Sessions, open to ALL end users, are generally held the first Thursday of each month, from 1 to 3 p.m., but may be offered on an alternative schedule (e.g., to accommodate holidays).
The CS Functional Support team facilitates, alternating between functional team delivered content and college user delivered content with functional team support. Each meeting includes time for colleges to ask questions about other topics or service tickets.
CS Core Work Sessions features
- Include community engagement within each session (rather than having a formal, predetermined college panel). When possible, we will post the anticipated questions ahead of time so that you can be prepared.
- Dedicate at least the last half hour (2:30 to p.m.) to Open Q&A.
- If the scheduled session ends early and all related questions have been answered, Open Q&A will begin (i.e., it may begin earlier than 2:30 but will begin no later than 2:30 p.m.)

Planning Budgeting Cloud Service (PBCS) Update
Due to a substantial PBCS cost increase, SBCTC leadership negotiated with Oracle to replace PBCS with Oracle Cloud Enterprise Performance Management (EPM) to offset higher subscription costs.
Understanding EPM Enterprise and PBCS
Oracle EPM Enterprise and PBCS are both enterprise performance management solutions offered by Oracle. While PBCS is designed as a more streamlined and cost-effective option suited for smaller organizations, EPM Enterprise provides a broader set of advanced features and capabilities tailored for larger and more complex institutions.
The systemwide contract has been changed to EPM, which has the same look and feel as PBCS, and migration to the new EPM enterprise platform was completed July 28, 2025.
Bates Technical College, Columbia Basin College, Renton Technical College, and Whatcom Community College are currently involved in configuration activities and will go through User Acceptance Testing (UAT) this fall, with an estimated go-live completion by January 2026.
PBCS training for all colleges currently using PBCS will kick off in early January to get the budget planning process off to a good start.

The SBCTC ctcLink Reporting Team is pleased to announce Insights Phase 2 Dashboards for the Finance ctcLink pillar are now available to FSCM (FIN) users.
Background
Insights is PeopleSoft’s brand for visualizations and analytics in the form of dashboards. Previously known as Kibana, Insights has been part of PeopleSoft since PeopleTools 8.57 and was implemented into ctcLink in August 2020.
In July 2023, SBCTC began a proof-of-concept project to determine the feasibility of using Insights. Implementation was approved in April of 2024.
Five custom dashboards were developed for phase 2.

What do you need to do?
- Familiarize yourself with accessing and navigating Insights Dashboards by taking the
Insights training course available through Canvas.
- This course is approximately 30 minutes long and will show you how to add the dashboard tiles to your ctcLink homepage and how to navigate the dashboard.
- Review the Dashboard Companion document to see which dashboards are available and to help understand how data is displayed within each dashboard.
- Follow your campus ctcLink security protocol to request access to the desired dashboards. Once approval has been obtained, your local security administrator (LSA) can assign the approved role to your ctcLink FSCM user profile.
- Follow the steps outlined in the Insights Canvas training course to add the dashboard tile to your homepage and then access the dashboard.

PAW Travel & Expenses Proof of Concept Testing is Underway
The Process Alignment Workgroup’s inaugural effort -- Travel & Expense Process Task Force -- is now in the proof-of-concept phase.
Proof-of-concept is similar to “user acceptance testing.” These best practices were reviewed and agreed-upon by the colleges’ systemwide Travel & Expense (T&E) Process Alignment Workgroup (PAW) Taskforce.
All college and SBCTC Travel & Expense staff have been invited to “kick the tires” and try out the best practices for requesting travel authorizations, cash advances, and expense reimbursements for travel during the Proof-of-Concept phase, July 14 through August 29.
Colleges are not in this alone
It's a very busy time for the finance offices right now, so the PAW team extended the testing phase for as long a duration as possible (six weeks versus the usual two or three weeks).
The testing process itself is straightforward and not overly time-consuming, roughly an hour per scenario, so depending on their level of experience, staff can plan on about four to six hours total (about one hour per week over the next six weeks).
PAW and SBCTC are there to help! The ctcLink Support team has set up weekly drop-in office hours through August to help college subject matter experts as they go through the tire-kicking.

FA Support Updates
Action Required Thursday, Aug. 21: Cancel FA Jobs & Processes Scheduled 5-7 p.m. for PRP Implementation
The FA PeopleSoft Release Patchset (PRP) 3.1 will be implemented in ctcLink Production the evening of Thursday, Aug. 21, 2025.
Those colleges with FA JobSets or processes scheduled to run between 5 and 7 p.m., are asked to cancel those recurring FA JobSets or processes prior to 5 p.m., Thursday, Aug. 21. FA JobSets left running during this timeframe delay installation.
Detailed steps can be found in the Process Take-Down Instructions QRG.
Once the migration is validated, SBCTC will notify colleges that FA JobSets and processes can be rescheduled.
What is a PRP?
A PeopleSoft Release Patchset (PRP) is a collection of fixes and features delivered outside of a major PeopleSoft Update Image (PUM) release. PRPs address critical issues and are applied to PeopleSoft environments to keep them current and stable between PUM Image updates. They are crucial for maintaining the health and functionality of PeopleSoft systems

HCM Support Updates
New CS and HCM Process for Identifying External Instructors
A new, standardized process for entering external instructors in ctcLink, applicable to programs such as Registered Apprenticeships and College in the High School (CiHS) has been introduced.
This update impacts both HCM and CS staff, as it ensures consistency across instructor entry workflows in both areas.
An External Instructor is defined as:
External Instructors are not employees of a Washington state community and technical college and are engaged to perform instruction for programs such as “College in the High School” where the instruction occurs at a high school or, “Registered Apprenticeship” related supplemental instruction” where instruction is provided by the apprenticeship program. For Faculty coding information see SBCTC Student & Course Coding Manual under Apprenticeships or College in the High School. (SCTC Policy Manual Chapter 2.35 Classification of Employees)
It is a requirement that an instructor be formally identified for Registered Apprenticeship and CiHS classes, including those taught by external instructors who are not college faculty.
We have found that the current approach is inconsistent; some colleges assign an advisor or coordinator, others use volunteer employees, and some do not assign any instructor at all.
To address this and meet our systemwide reporting needs, we have determined that the most efficient solution is to use the PeopleSoft Person of Interest (POI) functionality, which will be available in production on Friday, Aug. 15. This approach requires only minimal information to be configured in ctcLink, as the external instructors are not on the college payroll or on campus. Workflow
Beginning with Fall 2025 quarter, follow the below steps to add an external instructor to a class.
- Establish the external instructor as a Person of Interest (POI) in Human Capital Management (HCM).
- Add the instructor to the Instructor/Advisor Table in Campus Solutions (CS).
- Assign the instructor to the relevant class in CS.
This new process will ensure consistency and accuracy in our reporting. We appreciate your cooperation in adopting this workflow.

Paycheck Modeler in Fluid
To provide employees with a modern and intuitive user interface to simulate paychecks with their what-if scenarios, concurrently with HCM Image 52, HCM Support will be implementing Paycheck Modeler in Fluid. This feature includes redesigned pages and accessibility enhancements, streamlining the paycheck modeling process on all form factors.
HR Core
Workforce Administration (WFA)
- Position Management Workflow Notifications functionality has been enabled successfully. This is an addition to the already existing Position Management Approval functionality and complements the same. Related QRG’s have been updated, and Q& A recording(s) have been shared.
- Further work continues to streamline the application foundational structures for Departments in the Finance and HCM pillars.
- A new POI type to capture External Instructors has been in process and Go-Live is scheduled for August 12th. The QRG is prepared and will be published at that time.
- Hourly classified transactional data entry and the related process has been standardized in ctcLink, and the recommended process to follow has been communicated.
- Support Team remains in the process of supporting requests in the areas of salary plan, job, combo code and other related updates.
Absence Management/Time & Labor
The HCM Customer Support team has implemented important updates to the leave rules for classified employees under the WFSE and WPEA unions. Summary of changes:
WFSE Union Changes
- Removed the waiting period for Personal Leave (PRL) accrual.
- Increased leave accrual from 16 hours to 24 hours
WPEA Union Changes
- Removed the waiting period for Personal Leave (PRL) accrual.
- Updated Vacation (VAC) accrual rate for employees with 1 to 4 years of service to 11.33 hours per month.
New Exchange Time Leave Codes
Following the recent WFSE/WPEA changes, the HCM Customer Support team implemented new Exchange Time leave codes specifically for overtime-exempt classified employees.

Reporting Overtime Hours
- Employees must report overtime hours via the Time Tile: Time > CTC Time > Overtime Request.
- The system will automatically route the request to the employee’s supervisor for approval.
- Administrators can use the query QHC_TL_OT_REQUEST_STATUS to view requested overtime hours.
Accrual Process
- Absence administrators are currently required to enter accrual hours as adjustments on the Adjust Absence Balance page.
- The SBCTC HCM Customer Support Team is actively working on automating the accrual process. Once development is complete, we will provide an update via the HCM listserv.

Query for Prepays
Colleges are encouraged to run QHC_CTC_EPREPAY_BAL query after each payroll processing time to monitor that employees’ premiums are being pulled from Employee Prepays. Please pay close attention to employees who may have terminated from your institution after prepayments have been set up.
Auto Enrollment Process Results
QHC_BA_E188_AUTOENR_ERROR_LOG query is available to HCM users to access Auto Enrollment Process results and errors for upcoming payroll processing timeframe. Because SBCTC is running the auto enrollment process at 5:00 p.m. on the last day of payroll processing timeframe, this query is best accessed the following day. If you need help with resolving errors or have any questions regarding any of the results, please contact HCM Customer Support. Please note that due to this query’s availability, Customer Support will no longer be distributing errors to impacted colleges for review/corrections.
Faculty Workload
The FW100 Faculty Workload Canvas Course has gained momentum with all the initial input received. That information will be incorporated into the course, and the review process can begin immediately following. The course is now slated to be completed this month.
Payroll
Paycheck Modeler - has been enabled in ESS for US Resident pay groups in the classic form for a while. The Paycheck Modeler and QRG representing the new fluid version becomes available after HC Image 52 goes live 8/9/25.

TM100 Canvas Course updates continue to improve course content.

ADA Title II Web & Mobile App Accessibility Update
The ADA Title II Work Group has been up and running since fall 2024 and is getting our college system ready for the work ahead.
Canvas administrators at Cascadia College and Spokane Colleges tested the persistence of Alt Text (entered through the Ally tool) during the course export/import process. Only under certain circumstances will the alt text transfer with the course. A series of support sessions have been scheduled with Anthology for all colleges to address ongoing concerns with Ally functionality.
Monica Olsson and Vicki Walton are working with Big Bend Community College and Renton Technical College to test an automated tool developed by Arizona State University that uses AI to remediate PDF files. The AI-powered tool can quickly identify incorrect header formatting and missing Alt Text for images. Pilot testing underway.
Up Next
The Ally contract expires June 2028. This fall, SBCTC will be conducting a Request for Information (RFI) for identifying a more effective system-wide accessibility tool for Canvas. In the meantime, some colleges are actively exploring alternatives to the Ally tool; Whatcom College is currently piloting a product called Panorama. Other colleges (Everett and Tacoma) have already switched to a tool called UDOIT.
